How many rules can a supervisor break? Supervisor Tiffany Welter in Marin County, California certainly takes the cake! She has broken every rule in the book. Let’s look at the facts.
Here is the California Code 5.20. Uniform Standards of Practice for Providers of Supervised Visitation
Section (o) states that it is a legal responsibility for any supervisor to “Prepare a written contract to be signed by the parties before commencement of the supervised visitation. The contract should inform each party of the terms and conditions of supervised visitation; and (2) Review custody and visitation orders relevant to the supervised visitation.
Tiffany Welter states there never has been a contract:
Section (g) (2) states that “The procedures for intake should include separate interviews with the parties before the first visit.”
I never had any form of intake or interview with Tiffany Welter.
(j) (1)Professional providers must keep a record for each case, including the following: (A)A written record of each contact and visit; (2)Case recordings should be limited to facts, observations, and direct statements made by the parties, not personal conclusions, suggestions, or opinions of the provider. All contacts by the provider in person, in writing, or by telephone with either party, the children, the court, attorneys, mental health professionals, and referring agencies should be documented in the case file. All entries should be dated and signed by the person recording the entry.
Turns out that Tiffany Welter agreed with Dave H’s attorney Kelly Reiter not to take any notes for Jasmijn
(b) Supervised visitation is contact between a noncustodial party and one or more children in the presence of a neutral third person.
So how come Dave has been present throughout every Skype visitation? Why has he been allowed to make comments throughout these visitations?
(d) (1) (D) The Supervisor must “Agree to adhere to and enforce the court order regarding supervised visitation.” (I) (2)Enforce the frequency and duration of the visits as ordered by the court. (I) (3)Avoid any attempt to take sides with either party:
Tiffany Welter never stuck to any court order, let alone enforce anything. The order states I should have several Skype sessions a week, each lasting one hour. This is in fact what happened between June 2014 and March 2015 without a change in that court order:
Several scenarios have taken place since Jasmijn’s abduction in April 2014.
1/ She either let Dave H’s attorney cut skype contact without a court order and without a valid reason
2/ She let Dave H (or supposedly Jasmijn) decide whether Skype took place or not, without enforcing any court order like she was supposed to:
5/ She also consulted with Dave H’s attorney Kelly Reiter which she is not supposed to
4/ She chased off all other willing supervisors claiming she was still supervising while, in fact she had quit
(q) Professional providers must state the reasons for temporary suspension or termination of supervised visitation in writing and provide the written statement to both parties, their attorneys, the attorney for the child, and the court.
I don’t see any reasons. You?
Supervisor Tiffany Welter did not only break the Uniform Standards of Practice for Providers of Supervised Visitation in a myriad of ways and chase off willing supervisors who were willing to replace her, she also flat out abandoned Jasmijn by terminating all contact since May 8th.
Jasmijn has not been allowed any contact with me since May 8th. She was raised by me, a single mom, for 10 years straight. Jasmijn probably wonders whether I am still alive. She probably wonders whether her grandmother is still alive as well. She probably wonders how her cousins, uncles, aunts and friends are doing. Why would anyone inflict this deep grief and trauma upon a child? Is that love I ask you? Is that caring about a child’s welfare?
How does Tiffany Welter sleep at night knowing that she is contributing to the psychological and emotional harm of an 11-year old girl?
And what about Marin County Court and the people of California? Are they OK with these violations? Who is supervising the supervisors I ask you?
Jasmijn, it is clear that the people around you will go out of their way to stand in between you and me. They probably tell you a whole bunch of bullshit about me. One day this ridiculous situation is behind us and we will laugh at all the people who thought they could keep us apart.
